Answer: Qualifying investment gold is zero-rated for UAE VAT when it is at least 99% pure and tradable in global bullion markets. Gold jewelry and non-qualifying products generally fall under the standard 5% VAT rate. A zero rate is not the same as every gold purchase being tax-free.
The label on the product matters less than the legal test. A 24-karat piece of jewelry is not automatically investment gold, while a qualifying bar can receive the zero rate. Start with the product, the transaction, and the invoice rather than a shop-floor claim that “gold is tax-free in Dubai.”

Article 36 of the UAE VAT legislation zero-rates the supply or import of investment precious metals. For gold, both conditions matter:
That usually points to investment bars and qualifying bullion coins. It does not cover every product made from high-purity gold. The supplier should be able to show how the item meets the statutory definition and should state the VAT treatment on the invoice.
“Zero-rated” also has a precise meaning. The supply is taxable at 0%, rather than outside the VAT system. That distinction matters to registered businesses claiming input tax and keeping records.
For the live metal value before retail charges, use the gold price in UAE in AED per gram. For observed retail quotes and the premium over spot, use physical gold prices in the UAE.
The standard UAE VAT rate is 5%. Jewelry and gold products that fail the investment-metal test generally attract that rate. The taxable amount can include more than the raw metal: design, fabrication, and making charges may form part of the supply.
The Federal Tax Authority's clarification on gold making charges explains why a zero-rated gold component does not automatically make a separate service zero-rated. Ask for an invoice that separates the metal, making charge, and VAT instead of estimating tax from weight alone.
A useful buyer calculation is:
final price = gold value + dealer premium + making charge + applicable VAT

Tourists may reclaim VAT on eligible purchases made through participating retailers, subject to the official validation and departure rules. The Federal Tax Authority tourist refund service is the source to check before buying because eligibility, timing, required documents, and deductions can change.
Three checks prevent most surprises:
A refund only applies where VAT was charged. There is no VAT to refund on a correctly zero-rated investment-gold purchase.
The UAE does not impose a general personal income tax on an individual's investment gain. That does not settle every case: a person trading as a business, a company, or a transaction with another tax connection can face different rules.
Registered-business transactions in precious metals may also use a reverse-charge mechanism. Cabinet Resolution No. 127 of 2024 shifts the VAT accounting obligation in qualifying business-to-business transactions; it does not turn an ordinary retail jewelry purchase into a zero-rated sale.
Keep the purchase invoice, purity certificate, weight, product identifier, and sale receipt. Those records show whether the item qualified as investment gold and establish the actual gain or loss.
Before paying, identify whether the item is bullion or jewelry, confirm its purity, ask which VAT rule the seller applied, and check that the invoice matches the explanation. Compare the quoted metal value with the live AED gold price, then treat the dealer spread, making charge, and VAT as separate costs.
